Lynn
Quincy
Senior Policy Analyst
Consumers Union
Lynn Quincy, M.A., is a
senior policy analyst with Consumers Union, the
nonprofit publisher of Consumer Reports. At Consumers
Union, Ms. Quincy works on a wide variety of health
policy issues, focusing primarily on the areas of
consumer protection and health reform at the federal and
state levels.
Prior to Consumers Union, Ms. Quincy was a senior
researcher with Mathematica Policy Research, Inc., where
she performed policy analysis, provided technical
assistance, and modeled outcomes in support of state
coverage expansion strategies. Prior roles include
senior positions with the Institute for Health Policy
Solutions and with Watson Wyatt Worldwide. She holds a
master's degree in economics from the University of
Maryland.

Deputy Administrator
Health Resources and Services Administration (HRSA)
Marcia Brand, Ph.D., was
named Deputy Administrator of the Health Resources and
Services Administration (HRSA) in March 2009. HRSA is an
agency of the U.S. Department of Health and Human
Services.
HRSA works to fill in the health care gaps for people
who live outside the economic and medical mainstream.
The agency uses its $7 billion annual budget (FY 2009)
to expand access to quality health care in partnership
with health care providers and health professions
training programs.

Julie
Trocchio
Senior Director, The Catholic Health Association
Julie Trocchio is senior
director of community benefit and continuing care for
the Catholic Health Association of the United States.
She coordinates CHA activities related to planning and
reporting community benefits and leads CHA advocacy on
the charitable purpose of not –for-profit health care.
She also coordinates CHA programs and advocacy related
to the well-being of aged and chronically ill persons in
need of long term care and home and community-based
services.
Prior to joining CHA she was
director of standards and quality for the American
Health Care Association. She has held nursing positions
in acute care, long term care, public health and school
health programs. She earned a bachelors degree in
nursing from Georgetown University and a masters degree
in community health nursing from the University of
Maryland. |

Kevin Barnett,
PhD
Vice President, Community Benefit, Research & Health
Policy, Public Health Institute Kevin Barnett , Dr.P.H.,
M.C.P. is a Senior Investigator at the Public Health
Institute. His primary focus of research is on the
charitable obligations of nonprofit hospitals. A
particular emphasis is on institutional alignment and
the strategic investment of charitable resources in
collaborative, evidence-based approaches to health
improvement. In 2006, he completed a multi-state
demonstration project involving over 70 hospitals
entitled “Advancing the State of the Art in Community
Benefit” (ASACB) to develop and implement uniform
community benefit standards. With support from the W.K.
Kellogg Foundation, he is engaged with leading edge
health systems to facilitate the implementation of the
ASACB uniform standards at the national level. He is
also working with the National Network of Public Health
Institutes in a project funded by the Centers for
Disease Control and Prevention to convene hospital,
public health, and community stakeholders for regional
roundtables in 6-8 states to focus on strategies to
advance community benefit practices.
Another significant focus of work is on increasing
diversity in the health professions. Kevin served on the
Institute of Medicine committee that produced the 2004
report “In the Nation’s Compelling Interest: Ensuring
Diversity in the Health Care Workforce,” and co-authored
a commissioned paper on the role of teaching hospitals
that was included in the 2004 report from the Sullivan
Commission entitled “Missing Persons: Minorities in the
Health Professions.” He currently co-directs a statewide
initiative funded by The California Endowment that
focuses on strategies to increase health professions
workforce diversity in California. |
| Keith Hearle
President, Verite Healthcare Consulting Mr. Hearle has
over 20 years of consulting, management, and research
experience all focused on the healthcare field. Verité
specializes in healthcare strategy development,
financial analysis and decision support, and public
policy analysis.
He began his career in the hospital financial
consulting practice of KPMG Peat Marwick, then was Vice
President at The Lewin Group until 1995. Prior to
rejoining The Lewin Group in 1999, Mr. Hearle was a
Senior Research Analyst for a California based
investment company where he evaluated pharmaceutical,
medical device, and healthcare services companies for
equity investment. Between 1995 and 1997, he was the
Chief Financial Officer for the Public Health Division
in the San Francisco Department of Health. He founded
Verité Healthcare Consulting in 2006. Mr. Hearle has an
M.B.A. in finance from Vanderbilt University and an A.B.
in economics from Davidson College. |
