Jessica leads business development and strategy for NFF’s national advisory services practice. She oversees initiatives related to social impact investing and outcomes-oriented funding collaborations, including NFF’s national Pay for Success work. Before joining NFF in 2008, she was a Vice President at Citi Community Capital, a division of Citigroup, where she provided structured financing and social investments to national Community Development Financial Institutions. She also has been a consultant to municipal government, nonprofit social service agencies and philanthropic leaders. She holds a MPA from Columbia University’s School of International and Public Affairs, and a BA from the University of Virginia.
